The biggest issue with buying cloned cards is finding a legitimate seller. Once you have done that it is kinda straightforward. If you have them shipped to you, use a drop address (an abandoned house or a friends house). Then just withdraw the cash in small amounts (i usually make sure to withdraw less than $500 at a time) and withdraw from different ATMs, preferably in another city. Also make sure you cover your face when you withdraw, because all atms have cameras. And then just destroy card(s)! Its simple really
